Level three sex offender moves to Federal Way

From staff reports:

Kenneth Rasmuson, a registered level three sex offender, has moved to the 29800 block of Pacific Highway South in Federal Way. Level three offenders are considered the most likely to reoffend.

In 1981, Rasmuson was convicted of sexually assaulting an 11-year-old boy. Rasmuson was sentenced to prison and upon his release, committed to a California state hospital. In 1985, he was released from the state hospital.

In 1987, Rasmuson reoffended and was convicted of kidnapping and committing lewd acts against a 3-year-old. Rasmuson was sentenced to 17 years in prison following this incident.

Rasmuson, and other sex offenders, are free to reside where they wish, unless otherwise ordered by the courts. Per law, they must also register their address with law enforcement.
