Federal Way Public Schools has contacted hundreds of parents and guardians of students at 20 schools who may have been in contact with a former school nurse charged with child rape and sexual misconduct involving three Todd Beamer High School students.

Mark David Glenn, 51, was charged with third-degree child rape, second-degree sexual misconduct with a minor and communication with a minor for immoral purposes on Jan. 8 in King County Superior Court.

“The district took precautionary steps by contacting 740 parents or guardians of the 573 students who signed into the health room while the contract agency nurse was on duty,” stated FWPS chief of communications Kassie Swenson.

The Auburn resident was employed as a nurse with Federal Way Public Schools from December 2018 through September 2019. Glenn was employed by Career Staff Unlimited, a third-party employment agency that contracts health care professionals with schools, according to charging documents.

A chart the district provided to the Mirror shows the number of students and the number of visits made at each of the schools locations when Glenn was on duty in the health rooms.

Glenn served as an itinerant nurse at the district, a position that serves at assigned sites and locations where there are absences, such as when an employee calls out sick.

During his employment at Federal Way Public Schools, Glenn worked at 20 schools throughout the district, including a multitude of elementary, middle and all four of the district’s high schools.

The list of schools includes 10 elementary schools: Camelot, Enterprise, Green Gables, Lake Dolloff, Lake Grove, Meredith Hill, Mark Twain, Sunnycrest, Twin Lakes, Valhalla, Wildwood elementary schools. The list also includes three middle schools — Illahee, Lakota and Sequoyah — and the district’s four high schools: Federal Way, Thomas Jefferson, Todd Beamer and Decatur. In addition, Glenn was also a nurse at STEM/STEAM schools Nautilus K-8 and TAF@Saghalie.

According to the district’s data, 163 students from FWPS elementary schools potentially came in contact with Glenn while he was on duty, along with 41 middle school students, 26 students from Nautilus K-8, 8 students from TAF@Saghalie and 335 high schoolers for a total of 573 students over the course of 875 visits, all campus locations combined.

Federal Way Public Schools has 37 total nurse positions. The district currently employs 28 nurses directly and has nine employed as contract agency nurses, according to the district.

While the agencies have a hiring process in place to run background checks, FWPS requires contract agency nurses to complete and pass its own background check and go through the same training and orientation as FWPS employees as an added measure to ensure the safety of the students, Swenson stated.

Glenn was held on a $100,000 bail and was released when he posted bond on Jan. 16. His arraignment is set for Jan. 23 at the Kent Regional Justice Center.

According to charging documents, the Todd Beamer High School nurse’s office is where Glenn met with each of his three teens who reported his misconduct and also the space where some of his alleged sexual misconduct occurred.

In October 2019, the district was made aware of Glenn’s sexual relationship with a 15-year-old student that began the prior spring.

The student allegedly began to spend time in the nurse’s office alone with Glenn, where she said he made sexual comments and complimented her appearance, the documents state. On several occasions, Glenn allegedly grabbed the girl’s buttocks, had her sit on his lap and asked if she could touch him.

Glenn also allegedly asked the victim to hang out outside of school and the two began communicating through Kik, an online messaging app. Throughout their one-to-two months of communications, Glenn allegedly sent the victim a photo of his penis and a video of him masturbating, asking for the teen to send him a sexually explicit video in return, to which the victim declined.

Around April 2019, Glenn picked the teen up in his car, parked by a trailhead near Wild Waves and allegedly then told her to pull down her pants, and began to rape her while also touching himself.

The district found out about the first student in October 2019, a month after Todd Beamer administration learned of Glenn’s alleged sexual misconduct with a second student in September, according to the documents. Glenn allegedly asked the second student, “if he could ask her an inappropriate question” and asked “if the carpet match[ed] the drapes” when she was in the office while ill.

A third student, who was 16 at the time, told her mother at the end of the school year that during a nurse’s office visit, Glenn allegedly made inappropriate comments about her appearance, asked her to lift up her shirt, touched her buttocks and genitalia.

Glenn’s credentials as a licensed practical nurse expired on Nov. 9, 2019, according to the Washington State Department of Health.
