Puzzled by shoplifter shooting report | Letters

The report of the shoplifter who died in the July 21 shooting in Federal Way was very puzzling.
Police officers are trained to shoot to disable a dangerous person. If their life or the lives of people around them are in danger, then they would shoot to bring the criminal down.
There may be a mistake in the news article, but it seems that the police officer went way beyond when he fired 11 times. The report does not state that the man actually took the gun out of the ankle holster. Was there no concern for where the stray bullets may have gone and that innocent people may have been hit?
