PAEC kitchen funding needs explanation

I was appalled to read in the Jan. 26 edition that the state capital budget funded $1 million for a kitchen upgrade at Performing Arts and Event Center. I can’t comprehend why a new facility that was just opened in August 2017 is already in need of a kitchen upgrade. There was obviously poor planning and decision making somewhere along the way, and there is no way to know who should be held accountable.
