Federal Way should update traffic signals | Letter

Recently, my wife received a ticket for not completely stopping at the right turn lane heading southbound on Pacific Highway S. where it meets S. 320th St. At the time, she was turning westbound onto S. 320th and the traffic on S. 320th was turning eastbound onto northbound Pacific Hwy. S. No chance for her to hit anyone or be hit by anyone heading westbound on 320th.
What I want to know is, why hasn’t Federal Way done like they have in Renton? They recently changed the signals on Rainier Ave. S. and SW Grady Way, which is also a traffic cam location, to a green arrow that allows you to make a right turn onto eastbound SW Grady Way without stopping while traffic is turning left from SW Grady Way southbound onto Rainier Ave./Highway 167.
Federal Way should not be using this current situation to catch people when it is not a situation where there could be a collision with another car. Obviously, pedestrians would not be involved in this situation either.
