Neil grew up in rural Wisconsin. Most of his career was spent in Washington as a teacher, principal, and administrator. He was a man of high moral character who was passionate about educating children in a nurturing environment like that provided by the interaction between the one room school, the parents, and the community. Dedicated to his family, he provided many camping and canoeing trips and a gathering place at his lake home for his family and extended family. He is survived by Miriam, his wife of 62 years, his daughters, Jeri Helgeland (Tom Arrington), Bobbie Taylor, Tahla Bowen (Craig), Dena Baldwin, son Torger, and seven grandchildren.
