Stiffer penalties needed for littering in Federal Way

What is with the trash alongside our roads lately? I have lived here for 41 years, and over the last couple years I have noticed an increase in garbage alongside the roads in our city. Maybe we should increase the fines on littering or maybe teach these pigs what a trash can actually looks like. We could try to teach our youth in school that the community is ours and should be taken care of instead of being tossed out the window for someone else to deal with. The responsibility is ours.
