Business should have called 911

I wanted to call 911 to report a young man in distress, and I had forgotten my cell phone. I asked the security guard and the staff at a Federal Way business to call 911. They refused. Their reason was that the incident was not happening on their property — it was at a bus stop across the street). They said I should have gone to another business. Fortunately, the incident resolved itself on its own. I hope refusing to call 911 because it is not your issue is not the general policy of businesses or individuals. I hope we can all work together to make Federal Way a safer place.
